There are three levels of certification based on experience:

Bio: Sue Dyer founded OrgMetrics, LLC in 1986 as a firm dedicated to helping construction organizations and project teams develop collaborative cultures. Sue and her team have worked with over 4,000 construction teams and have seen what works and does not work in real-life! Based on this work, she created the Structured Collaborative Partnering system. Sue is the host of the Construction Dream Team podcast, which focuses on the people side of construction. Sue is also the founder of the International Partnering Institute. In the early 1980’s Sue became the first woman in the U.S. to head up a major collective bargaining unit for the construction industry and negotiated with all of the construction crafts. She is author of several books on construction partnering.

• About 95% of the projects that I am involved in are in the water and wastewater sector. That gives me a unique understanding of the dynamics of building process facilities and the interrelationship of government entities and utilities. While I am not an engineer I also have a reasonable knowledge of how water and wastewater processing facilities work.

• I am very project focused end drive towards the tactical implementation of solutions that the partnering team identifies. I always try to push the team to be very specific about how they're going to implement partnering strategies.

• Having worked in construction in the past, I have a detailed understanding of how contractors operate, and what is important to them. Bio: Bill initially got involved with the partnering movement in the early 1990s as Practice Leader for Partnering at FMI Corporation, a management consulting organization that works exclusively within the design & construction industry. After working with some of the early pioneers of partnering (Chuck Cowan and Tom Warne at the time with the Arizona DOT), Bill & FMI helped push partnering out across the industry nationally with as many as 12-15 facilitators involved. By 2000 Bill, a smaller FMI core group, and their most committed clients arrived on a partnering model that is similar to the current IPI model. By the time Bill took on the partnering practice under his own shop from FMI in 2019, FMI consultants had facilitated partnering on over 1,400 projects with Bill having been personally involved with over 400. Bio: A Construction Partnering Facilitator with a bachelor’s degree in engineering from the United States Air Force Academy, Mark K. Moody is a lifelong learner of the collaborative Partnering approach. Throughout his professional career, Mark has worked with teams of all sizes to set common goals, establish accountability and foster dispute resolution practices that optimize project efficiencies and achieve results.

Mark’s background as a business executive, United States Air Force veteran and partnering facilitator, gives him a broad perspective of the issues teams face. Prior to his career in Construction Partnering, Mark was Chief Strategy Officer for New Chapter Vitamins (subsidiary of Procter and Gamble). In this position, his leadership was instrumental to the major supplement company achieving organic, non-GMO, and B Corp certifications. He also drove profitable sustainability projects including a push toward Regenerative Organic Certification. Both certifications were industry firsts. Further, Mark consistently delivered revenue, led elite teams and served as the face of the brand.

During Mark’s military career serving in the U.S. Space Force program, he worked with teams across all levels of the Department of Defense. While executing planning, programming, and budgeting of the $2.5-billion Delta II Space Launch Vehicle Acquisition Program, he defended the program’s budget to the highest commands of the Department of Defense. He also performed cost and schedule performance measurement of all contracts including validation, analysis, documentation and reporting. Further, he monitored, negotiated and presented results of contractor’s performance incentive determination proceedings, and designed and led training to enhance cost and schedule performance measurement skills of program personnel, significantly improving overall contract management. Additionally, Mark served as a key member of an award-winning reengineering team, which reduced contract change process time by 50%. Finally, Mark led a joint Air Force - Contractor team that created the first-ever life-cycle cost estimate for its $1.1B Medium Launch Vehicle III Acquisition Program.

In his free time, Mark enjoys the outdoors and spends as much time as possible cheering on his sons in their various sporting endeavors.

Bio: Jim provides advisory services in design-build integrated project delivery and alternative dispute resolution (ADR) services for major capital projects. He is a former member of the Senior Executive Service with over 30 years of broad experience leading Federal organizations in the areas of law, procurement, budget, audit resolution, human capital, design and construction, and facilities management. Jim is an Instructor for the Design-Build Institute of America (DBIA) and a certified DBIA Professional. He is also an Adjunct Professor at American University’s School of Public Affairs, Department of Justice, Law, and Criminology.

Jim served over 16 years with the U.S. Department of Justice (DOJ), in both legal and senior management positions. As an attorney, he specialized in government contracts and construction litigation. He also served as Chief of Construction Contracting and Deputy Chief of Procurement, developing and implementing the integrated Design-Build program for Federal detention facilities. The program was recognized by DBIA as one of the most successful, forward-looking design and construction approaches in the public sector. He also instituted a formal ADR partnering program, incorporating a multi-tiered issue resolution methodology. It was awarded the Marvin Black Award for demonstrating extraordinary teamwork by the Association of General Contractors of America.

After DOJ, Jim served in the U.S. Department of Education in various leadership roles, including Director of Contracting, Senior Procurement Executive, Suspension and Debarment Official and Deputy Chief Financial Officer. In those roles, he oversaw contracts, procurement policy, indirect cost negotiations, and internal controls. He retired from Federal service as an Assistant Inspector General in the Office of Personnel Management (OPM), working directly with the Office of Management and Budget and Congressional Appropriations staff on budget formulation and execution.

Leveraging these experiences, Jim now serves as a design-build advisor and neutral facilitator for major capital construction projects. He has provided design-build guidance to various Federal, State, and Municipal agencies, to include Lawrence Berkley Laboratory, Stanford Linear Accelerator Center, the Hawaii Department of Education, Lea County, New Mexico, and the New York Power Authority. He has also created a tailored ADR model, which utilizes mediation and partnering techniques, for various design and construction projects. He has served as a neutral partnering facilitator on large capital projects for the New York City Housing Authority, the New York City Borough Based Jails Program, the Los Alamos National Laboratory, the Savannah River Site, the National Institutes of Health, Bowie State University, Georgetown University, California Polytechnic State University San Luis Obispo, the Customs and Border Protection, and Google.

Jim holds a B.A in Economics and Political Science from Binghamton University and earned his Juris Doctor from William and Mary Law School.
